[DX] No bureau cards

Hey Folks,
  I am interested in putting together a list of stations/QSL managers that
will/do not accept bureau cards.
  This list could include those that cannot receive bureau cards because
they do not belong to their Amateur Association.
  I do not intend in any way to make this be anything derogatory, but just
a knowledge base to save somew of some trouble and time.
If you would like to contribute to this list, please e-mail me off the list.

  Please! No flames! I am not trying to make anyone look bad in the least.
