[DX] CO8LY Request

I received email from CO8LY which said, in part:
"I wanted to know if you can help me sending me some instrument of measuring
the arterial pressure of a person or helping me although it is with some
dollares for me to complete the money and to buy the equipament for the
pressure"

I wrote back:
"I have an older blood pressure cuff and readout.  I could send it to you."

CO8LY wrote back:
"I will tell you that 4 months ago behind a friend me I send a ("BLOOD
PRESSURE INSTRUMENT") and not it has even arrived, it seems that got lost or
they stole it to him for that reason I am afraid that you send me the "BLOOD
PRESSURE INSTRUMENT" and never arrive to my hands.  If you can help me with
money I you would be very grateful."

I don't want to be hard-hearted, but does this sound legit?
