[DX] 30m DXCC ?

He is a good question for you all...  Is there a listing out there someplace 
that lists the entities that _DO NOT_ have a 30m allocation?  I was told 
that not all countries are allowed to use 30m - is that correct?    Since 
there is a 30m DXCC award now, I just have to work on that <grin>.
