Hi Charles,

Thanks for pointing this out.  What I like about the statement is it lays out a clear path for what an electronic QSL must do to be supported by the DXCC desk.....that being essentially providing the same service and scrutiny that a QSL manager does today.

I think the electronic QSL cards are close, and the ARRL now has put down a definitive framework for the card to be accepted.   

Hopefully, we can now make this work.  I don't see the requirements as being either unreasonable or unworkable.  Time will tell
