[DX] Email from ARRL President about eQSL's / DXCC

Hello interested Hams...
I have had some interesting, courteous, and informative emails with the
ARRL president Jim Haynie, W5JBP concerning the recent flap about eQSL
acceptance for DXCC.
Jim was also nice enough to forward to me in-house ARRL email from
Bill Moore to Jim which goes a long way to further explain the
likelihood of eqSL cards being accepted for DXCC as eQSL web site now
states. Jim has asked me not to include the actual verbatim email from
Bill..but has encouraged me to post "just the facts as Bill has laid
them out" (Jim's words to me) .... and so to the best of my abilities
I'll do that now....if you want to skip ahead I can tell you it still
looks like eQSL cards can be and will be accepted by the ARRL as long as
some important steps are taken....
Here are cut and paste excerpts from Bill's email to Jim....

1. It seems people have not read the entire message, especially the
part that says "acting as QSL manager". On his site I see where he has
OK for sending e-QSLs, not paper QSLs.In
order for us to accept anything from him we would need a letter from
each
station he "manages" authorizing this
2. Then, we'd need something better than his word that he is verifying
logs each time a request comes in (something we do not think he will be
willing to do with all the stations he has logs
for).
3. The requesting station must send information listing the specific QSL
information then the
manager must check the log for it. I believe the term for not doing this
is
pre-emptive QSLing.
4. As I have mentioned to all who have written, that ARRL has not
changed its
policy in any way regarding electronic QSLs.
