[DX] Is 7O/OH2YY OK for DXCC?

Latest word was that some documentation (to what extent, I don't know) was
sent in to the ARRL DXCC desk.  No decision has been announced (either way)
yet.  OH2YY had been quoted as saying prior to the trip that he had
everything in place, including documentation indicating he had authorization
to transmit.
