[Dx-qsl] return dx stamps

Yes, I did business with Bill Plum for many years.  Many of my DXCC qsls went to and came back from those 340 confirmed entities in his stacking overseas envelopes.  Had many a telephone conversation with him.  the last time I talked to him, he was talking about hanging up his holsters and retiring.

This is a question that I haven't had to ask in a long time.  With LOTW and OQRS, the number of qsls that I have to send off for internationally has dropped to near zero.  My main sending oversea is to try to collect grids on 6 meters for VUCC and FFMA.  Some of the South Americans are tough nuts to crack.  The 'green stamps' just disappear into a black hole.  Back long ago (in a galaxy far away), there were a couple places that sold foreign stamps in the the amount necessary to return an envelope to the USA.  I can't seem to find those guys now.  Are there any still out there?  I'm thinking maybe if the stamps are already on the envelope, it might get the card back to me. I admit that it doesn't always work, as shown by a couple of CANADIAN stations that I sent cards with SAE and sufficient up-to-date Canadian stamps that I bought from Canada Post.
