Steve,

As far I know, there is no restriction on sending mails to China. Current cost of air mail from China to US is around $1, so probably $2 is fine unless the station says other ways on qrz.com <http://qrz.com/>. US dollar can not be used in China directly, but it can be easily exchanged into Chinese Yuan. I don’t think Chinese post office accepts US standard envelops, so no point to send those.
