Had to look this one up, in case the operation had a... connection to the current... political situation.
But it appears that the station is in Azerbaijan, as a Special Event station by 4J3DJ, who is also UD6DJ.
Might be worth the risk.  Taking the usual precautions, of course.

Worked the above station last night.  QSL UD6DJ (Volograd, Russia)
Not sure if LOTW, but hesitant to send $$ for direct QSL
