Thanks for the input, but I probably did not express myself clearly enough. 

I also have many LoTW confirmations from OA4O, but I am trying to get
confirmation for the special prefixes which allegedly are handled by OA4O,
such as OA85O and OA19IARU.  Neither are LoTW users and OA4O has not
responded to requests for paper QSL cards for those calls.

I have three confirmed via LOTW from him and just looked and his last upload
to LOTW was on 1/28/2020. If he answers emails you might ask that he does a
LOTW upload. I have no paper cards from him.

Not me, but....  I worked OC4FZ and need it for a new band, 12 M.  Sent to
bureau in March 2016.  Nothing so I looked further.  OA4O is the route per
the QRZ page.  Their email bounced: boletin-oa at oa4o.org.  I went to their
web page and found a contact address and sent again.  (That page no longer
has this link, nor any content besides a logo.) Pablo, OA4AI replied that I
should follow the instructions on the OA4O page.
So, I sent my donation to the address on the OA4O page in April 2019 and
have heard nothing since.  I have asked if the mail was delivered and await
any reply.  Not sure what next.
