[Dx-qsl] Cost to mail QSL from DX (to USA)?

The rate information of USD - JPY is so old.

1 USD = 79.51 Yen  ----> Many years ago
1 USD = 108.50 Yen ---> TODAY

The TARIFFS - RATES from JAPAN to USA or Europe (not all area, but in
general) are OK.
