LoTW confirms my QSO.  I realize that does not make it a valid entity for awards.  Glad I do not need it.  Have you asked the op for his story?
He was quite inexperienced as an op but may know just what he needed for DXCC.  He should be asked if someone needs to know the situation.

Ken,

Assumption is he had permission.  Who gave it?  Since he is using his call portable the FCC did not get involved.  

The league requires documentation.  Did N7NVK get permission from some other governmental organization, i.e., Fish and Wildlife.  If so, he must have paper to prove it.
He needs to send a copy or the original of the permission to the league.

Many, many years ago I was the QSL manager for a friend who traveled the world for a major news organization.  He was a regular visitor to Lebanon went to the Communications Office and obtained a license  but the league refused to accept it. The license was on official stationary correctly filled out but unsigned.  
Unsigned because the official feared for life if the license got into the wrong hands.  I was his QSL manager for Jordan but he held license for a dozen other countries, all valid. 

Same is true if you obtain a license to another country.  The league wants to see the paper.

Hi guys,

I recently submitted a card for KH9/N7NVK for DXCC and it was rejected for “no documentation received”. 

Has anyone else had this happen? Also, any idea what documentation the League would be looking for? Presumably, if he’s on Wake Island to begin with, he has permission to be there. Having a US license means he’s properly licensed for Wake. I guess he needs permission to operate radio on the island from some authority?
