I have sent QSL's, $$ USD, and SAE to Luis in the past and never got a
reply.
 
On his QRZ.COM page, on the DETAILS tab he shows:

QSL by Mail?
No (e.g. Will this ham QSL by Postal Mail?)

QSL by eQSL?
No (e.g. Will this ham QSL with  <http://eqsl.cc/> eQSL?)

Uses LOTW?
No (e.g. Does this ham use  <http://www.arrl.org/lotw/> ARRL's LOTW ?)
 
So I would not expect a reply. But what does he do with all the $$ USD
he receives?
