Tell the lazy USPS drone to read International Mail Manual section 381:
<https://pe.usps.com/text/imm/immc3_020.htm> - specifically 381.3b:
  > Postmasters must process exchanged foreign international reply
> coupons as prescribed in Handbook F-101, Field Accounting Procedures,
> in section 11-6.6, “International Reply Coupons.”

Each IRC is exchangeable for *one* International "Forever" stamp.

There should be a "key" on his computer terminal for IRC exchange .  I
haven't seen it - my local PO won't let me see their screen - but I
know they've used it.  BTW, my PO is a small rural office of probably
fewer than 10,000 people.

The current IRC's expire at the end of the month. I have 7 of them that 
I need to exchange for airmail stamps. However, our local post office 
(metro 160,000 people!) doesn't have a clue as to how to cash them in 
for stamps.
The postmaster called several 'superiors' and they didn't know either. 
Does anyone have the correct method a U.S post office clerk needs to do 
in order to cash in non -expired IRC's?
