[Dx-qsl] How To Cash In IRC's at USPS?

The current IRC's expire at the end of the month. I have 7 of them that I
need to exchange for airmail stamps. However, our local post office (metro
160,000 people!) doesn't have a clue as to how to cash them in for stamps.
The postmaster called several 'superiors' and they didn't know either. Does
anyone have the correct method a U.S post office clerk needs to do in order
to cash in non -expired IRC's?
