Yes Rex,

You have to be one of the best QSL Mgrs to work with. Many of your clients are on OQRS or if I send a card to you direct I get the return very quickly.
DM4TI has provided QSL services for nine previous DXpeditions by YV hams and has ClubLog look-ups on his QRZ.COM site. I have used him for other YV ops. However, one has to assume the YW6X group has not requested his help or provided any logs, etc.

Just by a coincidence I just picked up my mail and received a QSL from another YV station. It is a tri-folded card from YW5RYL, an all YL, IOTA DXpedition to SA-035 in September 2014. I sent my QSL to YV5AJ, Radio Club Venezolano NATIONAL HEADQUARTERS, as per the instructions on their QRZ.COM page on 19/10/2014 via direct mail and received their card today via direct mail in my SAE. So it is possible for mail to go to/from Venezuela. Thanks to the YV5AJ hams. But use of a manager or OQRS would be a very good solution to YW6X QSL problems.

What I don't understand is why they don't use a good QSL manager. Then all they would have to do is send the manager their logs in ADIF and he could take care of everything else. No need for cards to be hand carried to them. The QSL manager can handle card printing, OQRS, direct and bureau card processing. 
Just my 2 cents for what it's worth.

 There are several well known YB hams who very often activate a new IOTA. Years ago, they used surface mail and many incoming QSL's never reached their destination. There were even problems with mail from YB getting back to the DX locations who requested the cards. Then they started using OQRS. They are very good with OQRS. They have an OQRS page for each IOTA they operate. QSL is now smooth and quick. OQRS makes it very easy to request QSL's and be paid safely via PayPal. If you are a ClubLog user, you can just upload your log as an ADIF file into ClubLog then when you look up a DX you have worked your date/time will automatically be filled in. Every time I update my LoTW contacts from my DX4WIN log I also upload the very same ADIF file to ClubLog (and my QRZ.COM log).
 
 Just a suggestion to make things more effective. We have been waiting over a year and there has not even been a start to the QSL process. From what the email from W4SO suggests there is a pile of unanswered QSL requests stacked up at his QTH waiting for a live person to hand carry them to YV. Why not use OQRS?
