Just my 2 cents worth but this is a large group of smart experienced Hams that have built a DXpedition Group. From the info on the QRZ.COM page, they are well organized and know how to work with their Navy for special consideration and travel for their DXpeditions. Without a system to exchange QSL cards, they are missing out on donations for their trips. I would hope one of their members would be able to work with ClubLog and set up an OQRS QSL system. That way they would not have to worry about receiving QSL's by surface mail to a mail drop then hand carrying them to YV, then mailing them from VY. They could have a ClubLog OQRS page, and be paid via PayPal. No lost mail, no lost GS USD, IRC, etc from poor mail service. They could set up a payment request they thought would be fair, such as $3 or so. I always add a dollar or two to the DX requested amount as a donation as my thanks for all their work putting the IOTA on the air.
There are several well known YB hams who very often activate a new IOTA. Years ago, they used surface mail and many incoming QSL's never reached their destination. There were even problems with mail from YB getting back to the DX locations who requested the cards. Then they started using OQRS. They are very good with OQRS. They have an OQRS page for each IOTA they operate. QSL is now smooth and quick. OQRS makes it very easy to request QSL's and be paid safely via PayPal. If you are a ClubLog user, you can just upload your log as an ADIF file into ClubLog then when you look up a DX you have worked your date/time will automatically be filled in. Every time I update my LoTW contacts from my DX4WIN log I also upload the very same ADIF file to ClubLog (and my QRZ.COM log).
Just a suggestion to make things more effective. We have been waiting over a year and there has not even been a start to the QSL process. From what the email from W4SO suggests there is a pile of unanswered QSL requests stacked up at his QTH waiting for a live person to hand carry them to YV. Why not use OQRS?

problem is travel from yv land . they can not get dollars to travel and even very hard to find on the black market
it is due to the political situation
you can try a card to the qrz.com address of yv5eed at gmail.com

I have several hundred cards to get the manager to be answered
I have many emails for ops requesting status and it is the same answer to all . as soon as the manager
advises me of someone traveling to Miami I will get them the cards

I was able to work YW6X on 8th Nov 2014 on 15m and 10m SSB as a new IOTA (SA-090)
I send my QSL request with 2 US Dollars to your QRZ.com address and nothing received
here so far.
Did you get my letter and are the QSLs have been send out yet?
Piritu Island SA-090 would be a new IOTA for me. Would be appreciated if you can help.
