[Dx-qsl] Monk Apollo Speaks Out on Illegal Operation from Mount Athos

So I read it what' does say/mean,  the translation is very poor?  I read 
into it that unless he alone  approves, it's a no-go for  anyone else, even if 
the High Council approves it? So it's work him or  don't get it, they 
should change SV/A from Mount Athos to  Appolo's Kingdom. That like having to 
work the  Pope to get  the  Vatican. 
 
I'm open to anyone else's interpretation
