[Dx-qsl] New DXCC Rules

The way I read this is... I can from my qth in MD hit a remote site in NY State and work P5(North Korea) and it will be good for DXCC? I didn't really work North Korea. I might need a good explanation on this.

So you're saying that if I don't spend the money to fly to California every year to go to Visalia, I don't get to have any input with my Division rep on the DXAC?
 
And what of issues that come up during the course of the year after Visalia in the spring?

I am not trying to give you a hard time about this, but what you suggest, or at least appear to be implying, is unreasonable for most hams.
