[Dx-qsl] New DXAC Rules

Dear Chris,
   The new DXCC rules regarding remote stations and the DXCC program 
have recently been released.
In that regard I have the following questions concerning the decision 
making process:

  1. Were the ARRL membership surveyed or consulted on the new changes 
prior to implementation? If not, why not?

  2. By requiring the user of a remote station who works a rare DX 
entity to decide whether or not to submit the contact for DXCC credit, 
you have given the operator
a precarious choice:  "Whether or not to circumvent the DXCC program". 
Why was it so important to change the rules to accommodate a minority of 
users?

If I have misinterpreted the new rules I stand corrected.
