[Dx-qsl] New Postal Rates Beginning April 26th

Stopped by the PO today for some global forever stamps and learned that they
would be going up along with a few other rates on April 26th.

Here's a quick rundown of what is and isn't changing thatwould be an
interest to us.

Forever stamps remain at 49c
Global Forever stamps 1.15 --> 1.20
Postcards 32C --> 33c
Additional Ounces 21c --> 22c
