Technically, this is correct. However, if the DX station or QSL manager 
takes an unstamped IRC to their post office and the clerk refuses to 
redeem it because it is unstamped, it is a problem. The result likely 
will be that you won't get your QSL. This is why some DX stations and 
QSL managers insist on "properly stamped" IRCs only.

My personal QSLing strategy is that when sending an IRC is necessary I 
always send a "properly stamped" IRC. When I buy IRCs, this is the only 
kind I will accept.
