[Dx-qsl] TX5K OQRS route

I am probably a blockhead. But how do I connect to the OQRS system to 
obtain a TX5K qsl card?

The Clipperton Site says ClubLog is the preferred method but I must me 
missing any link or connection to the OQRS on Clublog.

Or...it's not set up yet?
I'm usually not this easily confused. Ok, yes I am...and getting 
confuser and confuser by the minute.
