[Dx-qsl] Tracking down stragglers

Ivan only answers QSLs when back home on leave.  There has certainly
not been enough time for him to turn around a card in just six to
eight weeks as he is only back in OM land a couple times a year.

Depending on Ivan's schedule, my replies have taken from three to
eight months.
