Thanks for the update, and yes, the intention all along was to only
reimburse minus the 1 cent to the original purchaser, or better phrased,
from the post office of issue. I ran into that several years ago when my
postmaster had to get a ruling from Washington DC on the proper way since I
brought him a fairly large quantity. They ended up giving me postage I
think.
One of my helpers tried to exchange some IRC's for postage recently and the
clerk refused saying that they did not handle them anymore. We know he is
wrong. But it would be VERY important for anyone planning to wait until Dec
31 2013 to turn them in, to be sure that your post office is "prepared".

Hi, Steve.
I agree it is possible to take advantage of the lack of IRC expertise at
some post offices, but I am trying to set up a long-term relationship with
these folks. Sooner or later they may realize I am taking advantage of them
and not look very kindly on me or the next guy to tries to redeem some IRCs.
Golden Rule and all that stuff... :)
