If I lived in a country where sending a QSL card out would require US$10 + 
an IRC, I would get a manager somewhere else.  From the photos displayed in 
his qrz.com listing, Moshen  has friends in Saudi Arabia and Germany. The 
very first time that I worked an Iranian ham (four decades ago) he had a 
manager ... in Puerto Rico.  I'm sure that Moshen can secure a manager in 
Germany... if he wished!  May be the extra $10 is not a post office 
requirement.

Joe (W3HNK), relax... not everyone can have a manager like you--the best!
