Perhaps Moshen should have a QSL manager in a lower cost country.
However, it is his choice whether to use a QSL manager or LotW.

As long as the postage is more than $10 (see: www.k4hb.com/postage/)
he is not being unreasonable in his request.

There are others who behave far more egregiously and have done so
for 30 years (e.g. certain FR stations who have been nothing more
than dollar bill collectors).
