Bill.  Are you good in the callbook..I've got a bit over 1000....will send to you....give you 1%.  Kidding!   But, you were lucky.   I've only had that experience ONCE.....its usually not bad, but the key is to get someone that has at least touched them before.....which will be rare going forward seeing we don't sell IRCs

Congrats!

After reading, I took 17 IRC's to the PO, with a printed copy of the regs.
When I walked in and saw the line, (Our PO also does Passports), I
figured I was in for a long visit.

And as luck would happen, I got a YOUNG guy I'd never seen before.
Walked up, handed him the IRC's (17) gave an explanation and showed him
the regs.
He'd never seen them although I live in a mixed Euro neighborhood.

He started to get out his procedure book but the lady in the next
station said.
"Just give him one Foreign Airmail for each and I'll show you how to
fill the paperwork out later when the crowd is less."

I had to wait in line to be taken care of, but spent less than 3 minutes
at the booth.

NOW DON'T SEND ME your IRC's to cash in for you....I can't guarantee
I'll get the same two PO workers. LOL
