He mixes up discussing domestic postage and Intl postage to where if someone
is not reading very closely the two could be confused. I was just making the
point NOT to use the metered domestic forever stamp on Intl mail.

I must have missed it but I dont think he said anything about Dispensing
International_FOREVER _postage.......Just international postage stamps
