[Dx-qsl] Question about domestic QSL cards

Let's say I am a QSL manager for a DX station, let's call him ZZ4ZZ.

I want to send a bunch of QSL cards from US stations from my US address.
Instead of individually putting each one in an envelope, can I just send
them to the respective bureau for each callsign?  I know I can't send them
to the ARRL outgoing QSL bureau and have them sort for me, but if I put
together a package for each incoming bureau for each callsign, could I do it
that way?
