[Dx-qsl] IRC Redemption

I tried 2 post offices here in MD, but they were very nice but didnt even know what they were. Much less redeam them for me. The old postmaster there used to get them for me on special order, but he retired a year ago. Nobody familiar with them there now.

It is a shame that USPS decided to not sell them or redeem them because it was a lot better than sending GS.

The PO people in general are good people but I am afraid the IRC 
acceptance in the USA is over if its hard to cash in the 2013 IRC..the 
2017 will be even worse and I expect managers to refuse them soon.
