[Dx-qsl] IRC Redemption

I contacted the Postmaster General Office in Washington DC regarding my 
problem with the local Postmaster. The IRC's are redeemable and the USPS 
District Office is giving misinformation. They are going to issue an 
information bulletin regarding IRC redemption through out their system. 
I will go to another Post Office in a couple of days and try again 
hopefully with better results.
