[Dx-qsl] IRC Redemption

I went to a local Post Office today and tried to redeem a big stack of 
IRC's. The Postmaster had no idea even though I provided him with USPS 
Handbook location regarding redemption of IRC's. He told me he would 
check into the procedure with his district office and call me at home 
when he got the information.He called me back and told me that the IRC's 
are not redeemable. He was advised by the Great Lakes District Office 
that the IRC's have not been accepted for the past 5 years and they will 
not redeem them. I know this is a bunch of garbage. Any recommendations 
how to handle this. Appreciate any information.
