According to the DXCC Rules contacts from non-neleted entites after the incept date of the DXCC program, November 15, 1945, and made on 10, 15, 20, 40 and 80 Meters count toward the 5 Band DXCC Award.  The DXCC Rules url is   http://www.arrl.org/dxcc-rules  in this case read Paragraph r in the Basic Rules Section.
