Good point, Steve.

Just as an aside, I will pay $150.00 to the first person to offer 100 of 
the new 2017 IRCs sent to me postpaid and properly hand-stamped.

I understand the sellers' hand-stamp is not necessary if the IRCs are 
printed with the name of the selling country, but there are enough 
postal facilities around the world that think the stamps are necessary 
for the IRCs to be redeemed that it's cheap insurance to just get them 
stamped regardless.
