Ron,
I don't know how they would address this but if you listen today, you will hear the same operator working a somewhat rare DX station, using a collection of different callsigns. One of the stations for whom I handle QSL cards, frequently made notations in his log "same signal, same operator, different callsign"....at times there would be several of these notations. Maybe a section for "Someone else worked them for me".
Different subject: I don't know if you noted Tom's (KC0W) latest comments on his recent HH5 operation where he identified and called out/identified some of the habitual QRM'ers/abusers. Congrats to Tom!!
It will be interesting to see what comes out of this "new" study.
