[Dx-qsl] QSL cards Response to your recent inquiry (Case ID 112723514) (KMM15475430V12802L0KM)

I've had very good luck with the US Postal Service. I ship a self-published
book via Priority Mail (usually 4 or 5 mailpieces a day) so they know me
pretty well down in 07006. But that said, there are two methods that just
work well for me, for the most part: 1st class stamped mail (international)
and Priority Mail international.

The problem with flat-rate Priority Mail international is that it's
untrackable and uninsurable outside of U.S. borders. But of all the packages
I've sent through (mostly to western Europe, occasionally to VK/ZL and even
Russia) every single one has gotten there--albeit a few delayed, but still.
Since my response rate for direct QSLs is over 90%, I'm guessing most of
those arrive intact as well.

Express Mail is a different kettle of fish. I recently began offering
express mail as an option for my customers, since, unlike PMI, it IS
trackable and insurable. In each case, the shipment has taken LONGER than
Priority Mail and duty or GST/VAT has been collected from the recipient, as
opposed to PMI, which seems to sail through unassailed. Now, sending QSLs by
this method is probably OK since it's not merchandise. Sending this way to
Canada is an awful quagmire and I warn my Canadian customers of it, too. 10
days to travel 350 miles (to Toronto) is NOT unheard of.

Registered is a crapshoot. I do kinda-sorta trust the USPS to get it right,
at least until it arrives at JFK. Beyond that, who knows. What's supposed to
happen and what DOES happen are two different things, and frankly I don't
trust anybody at Kennedy. Period.

Last month I received a Yaesu YF-122S that I bought from a ham in Irtusk on
eBay. He sent it to me via registered mail in February. It took a month of
delays in Russia to finally get to me but I had to go to the post office and
sign for it. It was handled just like any other registered item. That
being said, I did have a letter come from Germany last year registered and
it was just left in the mailbox.

Perhaps different post offices/personnel handle such items differently.
It was always my understanding that there was a documented chain of custody
for registered items.

I receive clearly registered mail from overseas just placed in my box, no
signature needed and often return postcards are attached for me to sign and
return (on the honor system?) Some of these contain $000s in merchandise.
The best was a letter returned to Russia as undeliverable that was
postmarked RUSSIA OHIO and the address from QRZ was valid. One registered
item from the UK with the zipcode in error by 1 digit took 2.5 months to get
from Houston to my new QTH in Bandera eventhough it said Bandera!

registered is treated as registered and I must go in line and sign for that.
Go figure.

through, although I wonder why the 1200 SAEs with IRCs I sent out in the
2000's were never replied to at a cost to be of nearly $3000 over 10 years.
Even if they come through now they will not be delivered as I have moved!
Oh well, back to happier issues - taxes!

destination. When mail items are found during our processing operations,
they are collected in the "loose-in-the-mail" section of the Post Office.
The item(s) are held for 7 days pending a match with a sender or an
addressee. However, at times no match occurs. Sometimes an item will find
its way to the Mail Recover Center (MRC) in Atlanta, GA. Items of value will
be held at the MRC for 90 days. The information you have provided will be
shared with management as they continue their efforts to improve service
performance in your area.

instances are brought to our attention, there is no sure way of determining
what may have happened. With the large volume of mail moving through our
network each day, it is literally impossible to trace a single piece of
regular First-Class Mail. Only Registered Mail, which is accounted for
during its entire journey, can be accurately traced.

disappointing to us as it is to you.
