[Dx-qsl] LoTW Uploads

Remember that date is the upload date not when it was submitted for upload to lite (put in the queue). Latest announcement has them 6 days behind (in real person time that will probably  be closer to 10 days. And Monday they will be swamped cqww  logs from this weekend.  Personally, I'm waiting for a small load from 11/15 and my SS contest from 11/18
