[Dx-qsl] USPS Considering Stopping Sales of IRCs

We have a peculiar situation in India which puts sort of a block on using
PayPal for QSLing outwards in place of IRCs. Green stamps any way for me
always get stolen..

I have a PayPal India account, I am allowed to make payments online but to
receive payments I need to specify a local Bank account linked to this
account. All money received through PayPal has to be transferred into the
local bank account - I cannot use any money in my PayPal account to make
payments outwards.

The kicker is that we are not allowed receive personal payments - all money
being transferred to the local bank has to be identified under a business
head - as business income.

So while I have a ClubLog account with all my logs there, the best I can do
at present is accept bureau requests only.

Well, hope one of these days PayPal succeeds in working out with the powers
that be here that personal payments be allowed. They claim they are making
all efforts in this direction.

The only other option is to have a QSL Manager outside India.
