The January 2013 How's DX column will talk about IRCs, and hopefully
will answer your questions.

Subject: [Dx-qsl] The Demise of IRC's
Hi All
I have seen a lot of publicity on this medium about the IRC situation..
>From our previous DXpeditions we are still receiving IRC's that have an
end date of 31.12.2013. One would presume that all country Postal
administrations will honour these until this date. Am I correct in
assuming this.
I would also be interested to know something about the history of the
IRC's. When did they start being issued, who 1st introduced them etc
etc.
Any help in this regard would be greatly appreciated
Good DXing
