[Dx-qsl] Q: Thorough Explanation of OQSL System

I've been handling a couple of special event stations that have a high
number of QSL card requests.
I don't need (or necessarily want) cards from those requesting, but do not
want to appear to be charging for a card -- direct or via the bureau.
I assume it's likely a requester would rather send $$ via (PayPal?) than
send a SASE with postage (to and from me). For direct replies, my cost is
then limited to the QSL card, envelope and label with return postage. For
bureau requests, it is the cost of the card.
OQSL seems to fit my needs, but I cannot ind a decent explanation of how
(and where) it's implemented.
Any help or advice (or admonition) is appreciated.
