Yes that has happen to me a few times. And someting else that
has happen a few times also, is a station is listed as a LOtW
user, so I wait for the LOtW credit and it never show up.  I
check the last upload for that station and he has made a upload
and I still do not have a match. And I am sure I worked him.
So after 6 to 8 weeks I send a card with $2 to $3 and in a week
or two I get a LOtW credit and NO card.

There are all kinds of people in Ham Radio so I am just glad to
get the card VIA Buro or credit VIA LOtW.
