[Dx-qsl] Italian post office discounting IRCs?

Several years ago I had a large number of IRCs that were fixing to expire so I called our local postmaster who knew all about them. He personally counted them and issued me the appropriate stamps. He said the clerks on the windows know little if anything about IRC's (his words not mine)so he recommended the next time I have a large number to cash in for stamps that I bring them directly to him.
