[Dx-qsl] TT8PK (New Procedure ?)

Worked TT8PK (Chad) today and noticed that he acknowledged calls he 
heard, sent a report but did not wait for a report back
going straight to "QRZ de TT8PK up". 

Not realizing his procedure I  was caught off guard and sent my report 
and callsign anyway out of habit.

Got to thinking. His procedure saved time in the long run; just how much 
time would be saved if the procedure was employed in
a contest.? Does the ARRL/WAZ rules require that the non-dx station send 
a report or is an initial acknowledgment and report  from the
DX station sufficient?

Just some food for thought.
