[Dx-qsl] HL5IVL QSL policy?

My friend, K0DEW, just received QSL from HL5IVL for his 160m QSO on 15 Dec
2011.  

Request was sent to qrz.com address with $2 or IRC (cannot remember which).

Anyone had any luck or not with HL5IVL please?
I tried emailing him to a proven adrs but got no reply. His qrz.com Details 
says NO to all forms of QSLing?
So before I waste my bucks??
