[Dx-qsl] Time to update the GS-IRC Chart again

Thats not what you said - you said that if anybody asks for more than
1 IRC they are screwing you - that is not correct!
1 x IRC is good for a single card only in this country......... you
didnt mention the word MINIMUM!
