As long as you are not explicitly asked for a QSL by the PSE QSL request, 
just enjoy the card received and don't reply it. This kind of QSLs is just a 
tool big contest stations use in order to avoid burden with QSL requests. It 
is much easier to print 5000 QSLs or QSL stickers for all QSOs made in a 
contest at once than to keep on receiving bureau QSL requests for years and 
then check each of them for a correspondence with your log and then fill 
each card by hand or print a stocker for that or whatever. Then, sending 
large batches of QSLs at once is cheaper than break them into smaller 
numerous portions. Some serious contesters/contest teams play contests just 
for the contesting sake and not for cards. When the contest is over, they 
send in a log and then print and send TKS CONTEST QSO cards out. Then the 
contest is over for them, now they are on to another one.

The TNX CONTEST QSO cards is a good tool making all parties involved. It is 
being partially replaced (or being just duplicated) by the LoTW but it is 
still quite voluminous.

So, you may feel yourself comfortable in answering PSE QSL requests, only. 
All other QSLs are just for your own eventual perusal with no obligation to 
reply.
