I dont think that proves anything. If you need the confirmation for No
1 HR or something similar you will have
to apply for a card as you have no other choice, so the numbers of cards
issued is inflated.
Yes, you can submit a donation, yes you can request a card via OQRS, but
what about a box to tick
for those willing to send a mall donation BUT HAVE NO INTEREST IN
RECEIVING A CARD, JUST AN LOTW
CONFIRMATION. Save a stamp, save the cost of a card. Win, win
situation, everybody happy and
nor arguing about it.
