My first question would be, what address is he using? If there's something as simple as a typo on the street address, or in the ZIP code, that could explain it.

This has happened for the fifth time this month.All envelopes
were returned from states.The address is 100% ok(checked
with QRZ.COM) I even scanned one and sent to W4PK he
was surprised himselp.Please advise.
