The "Yearbook" will still be published electronically and will be part of
the August QST online. As such the December 31 deadline will impact
everyone - whether it be Challenge numbers or "standing"
on various modes/bands.

Based on the LotW Queue status reports, the most likely time for the ZL9HR
logs to have been uploaded was between 1302z and 1402z on 12/21.
Since there were 9.4 million QSOs in the queue at 1300z (ahead of the ZL9HR
log) and the average processing rate is around 580 per minute, the ZL9HR
logs would take 11 days 6 hours +/- to reach the head of the line. They
aren't going to make it in time for anyone to make an application (via LotW)
by 23:59:59 on 31/12/2012 unless ARRL changes their policy on logs with
previously processed QSO records.
